epaopen return with code 200 on .inp files created by epanet

Hi
im new to this group and i hope this is the relevant place to ask
such questions

i use the epanet toolkit api and send to the epopen file a path of a
inp file
that created by epanet and display by epanet without a problem
but epopen reject the file with error code 200

what can be the cause for this
