Pan by clicking mouse scroll (like Autocad)

Hello everybody 

is there any tool where we can PAN with mouse by clicking scroll? and not having to click on the pan button and then pan?

Hi,

AutoCAD exactly does this. 

It is an independent software and you can not load Epanet into it.
