Annotation on GRCh38?

I am trying to annotate my VCF files on build38, but I have trouble creating the Gene prediction file in UCSC refGene format. I did download the Gencode's lastest file in GTF version, but it seems like that it is not in the same format as the hg19_gencodeV14.txt.gz. How could I recode the GTF or GFF3 to match the format that EPACTS requires? Thank you!
