EPACTS not working

I have been trying to work with EPACTS for a number of days but, one error is being repeated again and again. The image is attached below.
How can I rectify this error I have already tried re-installing after I installed R package. Is there any problem with the environment in which I am trying to use?

It seems that you its not installed properly !! May be you removed the package and reinstall it !!
