How can I fix the problem on "Makefile:374: recipe for target 'aclocal.m4' failed"?

Greetings,

I installed "EPACTS" on Ubuntu 18.04 LTS.

However, I faced on the problem on "aclocal.mf" error after typing "make" command.

sudo make

CDPATH="${ZSH_VERSION+.}:" && cd . && aclocal-1.14 -I m4

/bin/bash: aclocal-1.14: command not found

Makefile:374: recipe for target 'aclocal.m4' failed

make: *** [aclocal.m4] Error 127

How can I fix this problem?
