build.xml: link to dkpro ant-macros.xml deprecated

Hi,

the link to the ant-macros.xml from dkpro in the build.xml to build treetagger does not work anymore because dkpro has moved to github.

I think the new link is
https://raw.githubusercontent.com/dkpro/resource-packager/0.4.0/ant-macros.xml

at least this worked for me.

Also, some checksums were not up-to-date.

Hi Roberto,

unfortunately I cannot remember which checksums were up-to-date and which I had to update, so please find the build.xml file attached that worked for me.
