Problem with AMR level in zoom-in cosmological simulation

Hi all, 

In my cosmological simulation, I set the MaximumRefinementLevel = 20 but when I visualized the simulation, it seems like something limited the AMR level to 10. I've tried to add  

MustRefineParticlesRefineToLevelAutoAdjust = 1  and MustRefineParticlesRefineToLevel = 20 but the results still the same. 

So what should I do to solve this problem?  I also attached my .enzo and .inits file below:
