We will send a full wrap up of FoEI activities, events, media and social media for the second week of the climate COP in Katowice very soon!
But we wanted to circulate an initial policy assessment prepared by Yuri (thank you) – we need to analyse in more detail and double check a few things so please don’t publish/share this externally - but as the outcomes are so poor we though it may be useful for you to have this now.
In summary the IPCC special report on 1.5 degrees has been pretty much ignored with no rise in either short or long term ambition from developed countries. Decisions on climate finance are a huge step backwards with developed countries being able to count existing financial flows and commercial loans. This is a real disgrace: new PUBLIC finance from North to South for energy transformation, adaptation and loss and damage is an obligation of developed countries. Equity and historical responsibility has been completely undermined. False solutions like carbon markets have reared their ugly heads again; so as well as low ambition we now face loopholes which will further undermine action – this area is contentious and not agreed but will be settled at the next COP which has been agreed to be in Chile in 2019 (after Brazil withdrew its candidacy) – more info on this to follow.
