Африканская региональная платформа по снижению риска бедствий (Органопластик-9<https://enb.iisd.org/africa-regional-platform-disaster-risk-reduction-afrp-9>) - основной снижению риска бедствий (СРБ) координационного механизма для Африки - собрало участников из местного населения, так и на субнациональном, национальном и региональных органов власти для обмена опытом и обменяться идеями о том, как перевести СРБ знания на практике для построения более устойчивой Африки. Среди вопросов, имеющих решающее значение для повышения готовности Африки к стихийным бедствиям, участники выделили: применение информации о рисках для преобразующего управления; инвестирование с целью снижения рисков, а также уменьшения потерь и ущерба.
 
Десятая сессия<https://www.unwater.org/news/10th-session-meeting-parties-water-convention> Совещания Сторон (СС) Конвенции по охране и использованию трансграничных водотоков и международных озер, известной как Конвенция по трансграничным водам, состоялась в Любляне 22-25 октября. Участники совещания подтвердили основополагающую роль трансграничного водного сотрудничества в обеспечении мира и устойчивого развития на глобальном и региональном уровнях. Конференция ООН по изменению климата 2024 года (КС 29 РКИК ООН<https://enb.iisd.org/baku-un-climate-change-conference-cop29>) пройдет с 11 по 22 ноября в Баку. Основные ожидаемые результаты включают новую коллективную количественную цель в области финансирования борьбы с изменением климата (NCQG) и руководство по введению в действие нового фонда по борьбе с потерями и ущербом, включая критерии приемлемости. Пятое заседание<https://www.unep.org/inc-plastic-pollution/session-5> Межправительственного комитета для ведения переговоров (МКП-5) по разработке международного юридически обязательного документа о загрязнении пластиком, в том числе морской среды, состоится в Пусане в последнюю неделю ноября. Сессии будут предшествовать региональные консультации, которые состоятся 24 ноября.
 
Международный совет по тропической древесине (ITTC) проведет свою 60-ю сессию<https://enb.iisd.org/ittc60-international-tropical-timber-council> в Иокогаме в начале декабря. Делегаты обсудят план пересмотра Международного соглашения по тропической древесине (ITTA), принятого в 2006 году, - единственного глобального соглашения, посвященного тропическим лесам.
 
Устные слушания в рамках консультативного процесса по обязательствам государств в отношении изменения климата начнутся в Международном суде ООН (МС) в Гааге 2 декабря. Слушания состоятся после двух раундов подачи письменных заявлений и, как ожидается, продлятся две недели.

Команды ENB также представят доклады об отдельных параллельных мероприятиях.
 
Межправительственная научно-политическая платформа по биоразнообразию и экосистемным услугам (МПБЭУ) проведет 11-е заседание time<https://enb.iisd.org/intergovernmental-science-policy-platform-biodiversity-ecosystem-services-ipbes11> в первой половине декабря. Собравшиеся в Виндхуке делегаты сосредоточат свое внимание на утверждении оценки взаимосвязи между биоразнообразием, водой, продовольствием и здоровьем, а также на оценке основных причин утраты биоразнообразия и детерминант преобразующих изменений. Among the negotiations IISD's Earth Negotiations Bulletin (ENB) teams are reporting from October through December are five meetings of the Conferences of the Parties (COPs) to agreements that focus on biodiversity<https://enb.iisd.org/un-biodiversity-conference-cbd-cop16>, transboundary water<https://www.unwater.org/news/10th-session-meeting-parties-water-convention>, ozone-depleting substances<https://enb.iisd.org/montreal-protocol-ozone-mop36-vienna-convention-cop13>, climate<https://enb.iisd.org/baku-un-climate-change-conference-cop29>, and desertification<https://enb.iisd.org/convention-combat-desertification-unccd-cop16>. Global and regional forums are holding discussions on cities<https://enb.iisd.org/world-urban-forum-wuf12>, data<https://unstats.un.org/unsd/undataforum/>, and Africa's resilience<https://enb.iisd.org/africa-regional-platform-disaster-risk-reduction-afrp-9>. Other meetings are tackling plastic pollution<https://www.unep.org/inc-plastic-pollution/session-5>, critical minerals<https://enb.iisd.org/igf-agm-2024-mining-minerals-metals>, tropical forests<https://enb.iisd.org/ittc60-international-tropical-timber-council>, and linkages<https://enb.iisd.org/intergovernmental-science-policy-platform-biodiversity-ecosystem-services-ipbes11> among biodiversity, water, food, and health.
 
With so many issues, it may seem global multilateral efforts are fragmented. Yet, there are linkages. Like so many cogs and wheels that rely on each other to make a clock work, these processes all play a part in tackling different aspects of the triple planetary crisis of climate change, biodiversity loss, and pollution.
 
Today's issue of ENB This Week brings together the seemingly disjointed parts and reflects on what makes multilateralism tick.
 
The Weeks that Were
 
Delegates departed from the 2024 UN Biodiversity Conference<https://enb.iisd.org/un-biodiversity-conference-cbd-cop16> - the first of the three Rio Conventions COPs to convene this year - last Friday. The Conference focused on implementation, reviewing the development of national targets and the alignment of national biodiversity strategies and action plans (NBSAPs) with the Kunming-Montreal Global Biodiversity Framework (GBF). Delegates adopted modalities for ecologically or biologically significant marine areas (EBSAs) that will facilitate implementation of marine conservation and management targets under the GBF and other international agreements, including the BBNJ Agreement.
 
Among the COP's other successes were decisions to establish a permanent subsidiary body dedicated to Indigenous Peoples and local communities (IPLCs), which was widely regarded as historic in promoting whole-of-society and whole-of-government approaches to GBF implementation, and on the operationalization of the multilateral benefit-sharing mechanism from use of digital sequence information (DSI) on genetic resources.
 
According to the ENB summary<https://enb.iisd.org/un-biodiversity-conference-cbd-cop16-summary>, negotiations on means of implementation, including financial resources, were less successful. This led to the Conference's suspension in the morning of Saturday 2 November due to a loss of quorum. A number of decisions were not adopted as a result. "A resumed meeting of the COP is expected to convene in the coming months, to adopt at least the budget to ensure the uninterrupted operations of the Secretariat," ENB writes.

The Africa Regional Platform for Disaster Risk Reduction (AfRP-9<https://enb.iisd.org/africa-regional-platform-disaster-risk-reduction-afrp-9>) - the main disaster risk reduction (DRR) coordination mechanism for Africa - brought together stakeholders from local communities and subnational, national, and regional governments to share experiences and exchange ideas on how to translate DRR knowledge into action to build a more resilient Africa. Among issues critical to enhancing Africa's disaster preparedness, participants identified: applying risk information for transformative governance; investing to reduce risk; and reducing loss and damage.
 
The tenth session<https://www.unwater.org/news/10th-session-meeting-parties-water-convention> of the Meeting of the Parties (MOP) to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes, known as the Water Convention, convened in Ljubljana from 22-25 October. The meeting reaffirmed the fundamental role of transboundary water cooperation for peace and sustainable development at global and regional levels. Delegates adopted a new Programme of Work for the period 2025-2027, along with a budget to support its implementation. They also initiated work on a financial mechanism to secure guaranteed cyclical funding, to replace voluntary contributions the Convention relies on currently.
 
The 13th Meeting of the COP to the Vienna Convention for the Protection of the Ozone Layer (COP13) and the 36th MOP to the Montreal Protocol on Substances that Deplete the Ozone Layer (MOP36) wrapped up<https://enb.iisd.org/montreal-protocol-ozone-mop36-vienna-convention-cop13> last Friday in Bangkok. Delegates convened amid new threats of fugitive emissions of HFC-23 (a hydrofluorocarbon with negative effects on the global climate) and concerns about how best to address the gaps in atmospheric monitoring and potential challenges presented by very short-lived substances. Delegates considered how to promote life-cycle refrigerant management to prevent unwanted emissions of HFCs in the refrigeration, air conditioning, and heat pump sector through recovery, recycling, and reclamation efforts. However, they could not come to a decision on strengthening the enabling environment to enhance energy efficiency in the cooling sector.
 
ENB also reported from a 27 October workshop<https://enb.iisd.org/montreal-protocol-ozone-mop36-vienna-convention-cop13-27Oct2024> ahead of MOP36, which explored solutions to the leakage, loss, and inefficient use of refrigerants.
 
The 12th session<https://enb.iisd.org/world-urban-forum-wuf12> of the World Urban Forum (WUF12), kicked off yesterday in Cairo. WUF-12 is the first Forum to take place in Africa in 20 years, as well as the first to be hosted by a megacity. Convening under the theme, 'It All Starts at Home: Local Actions for Sustainable Cities and Communities,' WUF12 focuses on localizing the SDGs for sustainable, inclusive, and resilient cities.
 
The Weeks Ahead
 
WUF12<https://enb.iisd.org/world-urban-forum-wuf12> runs through 8 November.
 
The fifth meeting of the UN World Data Forum<https://unstats.un.org/unsd/undataforum/> will convene from 12-15 November in Medellín, Colombia. The Forum will promote four thematic areas: innovation for better and more inclusive data; maximizing the use and value of data for better decision making; building trust, protection, and ethics in data; and effective partnerships for better data and a more equitable data ecosystem.
 
The 2024 UN Climate Change Conference (UNFCCC COP 29<https://enb.iisd.org/baku-un-climate-change-conference-cop29>) will convene from 11-22 November in Baku. Key expected outcomes include a new collective quantified goal on climate finance (NCQG) and guidance on operationalization of the new loss and damage fund, including eligibility criteria. Another big focus is mitigation. The idea here is to carry forward the decision on the first Global Stocktake (GST) under the Paris Agreement, especially with regard to transitioning away from fossil fuels. ENB teams will cover the negotiations as well as selected side events.
 
During the 20th Annual General Meeting<https://enb.iisd.org/igf-agm-2024-mining-minerals-metals> (AGM) of the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF), taking place from 18-20 November in Geneva, mining stakeholders will discuss accelerating the production of critical minerals and the possible role of circularity in bridging the critical minerals supply gap. Themed, 'Redefining Mining: Balancing the Need for Minerals with Protecting People and the Planet,' the meeting will consider a range of topics, including putting people first, navigating global mining standards, and transforming mining through disruptive technologies.
 
On the Horizon
 
The fifth meeting<https://www.unep.org/inc-plastic-pollution/session-5> of the Intergovernmental Negotiating Committee (INC-5) to develop an international legally binding instrument on plastic pollution, including in the marine environment, will take place in Busan during the last week of November. The session will be preceded by regional consultations on 24 November.
 
The International Tropical Timber Council (ITTC) will hold its 60th session<https://enb.iisd.org/ittc60-international-tropical-timber-council> in Yokohama in early December. Delegates will discuss the roadmap for renegotiating the 2006 iteration of the International Tropical Timber Agreement (ITTA) - the only global agreement focused on tropical forests.
 
Oral hearings in the advisory proceedings on the obligations of states in respect of climate change will commence at the International Court of Justice (ICJ) in The Hague on 2 December. The hearings follow two rounds of written submissions and are expected to last two weeks.
 
The 16th session<https://enb.iisd.org/convention-combat-desertification-unccd-cop16> of the Conference of the Parties (COP 16) to the UN Convention to Combat Desertification (UNCCD) will take place during the first two weeks of December. Delegates will convene in Riyadh to undertake a midterm evaluation of the UNCCD 2018-2030 Strategic Framework, adopt the UNCCD's biennial budget, and negotiate decisions around the sustainable use of land. ENB teams will also report on selected side events.
 
The Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) will meet for the 11th time<https://enb.iisd.org/intergovernmental-science-policy-platform-biodiversity-ecosystem-services-ipbes11> during the first half of December. Convening in Windhoek, delegates will focus on approving an assessment on the biodiversity-water-food-health nexus as well as an assessment of the underlying causes of biodiversity loss and the determinants of transformative change. Prior to IPBES-11, a Stakeholder Day will bring together representatives from scientific, Indigenous, and local communities, and civil society organizations.
