Reorder of envoy filterChains causes draining

Hi!

I'm currently using envoy (through istio) and have noticed that envoy pods regularly drop connections. I pulled the listener config of an envoy pod before and after it drops connections and noticed that the only thing different is that the list of items in accessLog is not consistent for some reason. 

Is there any way to make the order consistent?

This is an Istio issue in terms of how they are populating that field. I would discuss with them.
