FYI: new default of 1 hour HTTP idle timeouts

Hey folks,

As a heads up, with #8629 landed Envoy (which previously had no default L7 idle timeouts) now has a default upstream and downstream HTTP idle timeout of 1 hour. This means if there are no streams (outstanding requests or responses) for a full hour, a connection will be reclaimed.

By default, Envoy already has stream idle timeouts, so if a client disconnects unexpectedly (with no TCP FIN) the stream will time out. Now the connection will also eventually be reclaimed. If you have an Envoy deployment where it is useful for unused connections to linger more than an hour, instructions on how to override the upstream or downstream timeouts are in the release notes in that PR.

Note also that I just added a similar 1 hour default idle timeout to the tcp_proxy in https://github.com/envoyproxy/envoy/pull/8705.
