Belated deprecations

Hey folks,

We're finally flipping deprecated configs from the 1.12 release fatal-by-default.  If you've been ignoring your config warnings, now is a good time to check them out!

https://github.com/envoyproxy/envoy/pull/9636 makes the following fields fatal by default:

from cluster.proto: ORIGINAL_DST_LB, tls_context, extension_protocol_options
from health_check.proto: use_http2
from route_components.proto: allow_origin regex, pattern, method, regex_match, value
from http_connection_manager.proto: operation_name
from trace.proto: HTTP_JSON_V1
from string.proto: regex

We're cutting the 1.13 release soon and hopefully will do final-deprecation of currently deprecated fields in a more timely fashion, so please stay tuned for more fields coming soon.
