Reminder: upcoming end of life of 1.12

Since it has been a while since we set up the Envoy release policy, we just wanted to give a heads up to the community that Envoy 1.12 reaches end of life at the end of the month.

This means 1.12 will not get patch backports in any upcoming security releases, so if you've been delaying upgrading your Envoy instances, now would be a great time to check out one of the newer builds!

From here on, as we cut the quarterly releases, the oldest build will generally fall out of the support window.
