Qualification

 

1. Degree in Environmental Management or equivalent                                                      Recommended                                                          

1. International Accredited Auditor
2. HSE MS Tools and Techniques course

 

Experience

 

1. At least 10 years post certification experience.

 

Job Skill

 

1. A strong lead professional with broad EPC expertise & experience to implement a sound environmental management system into the engineering and construction activities of a project
2. Has a thorough understanding of Environmental management systems, matched with a vision of the importance and the ability to translate this vision in practical solutions
3. Has the professional and personal stature to interface with, and advice, a wide variety of contacts, including line management, contractors, and other Safety and Environmentla professionals
4. Is able to communicate effectively within a multicultural setting
5. Can work effectively with SHES and other company and contractor staff
6. Has a sound knowledge of Health and safety issues relevant to the International companies and project operations
7. Has Environmental management, Impact Assessments and audit experience

Members of Environmental Disciplines as may be mobilized in future for either head office or project sites

 

Primary Responsibilities

 

Reference manual, procedure etc.

Develop and manage Environmental Management Programs to achieve Project Objectives

a. International Standards and Guidelines related to Environmental Management    b. World Health Organization Standards & Guidelines
c. Oil and Gas Standards on HSES                                     d. Country specific Laws and Regulations

Establishes, with support from the Project Lead, Senior HSES Manager and Environmental Manager, rules, standards and procedures for field work in compliance with CONTRACTOR's Environmental regulations, the COMPANY's safety requirements, International Standards and country specific regulations.

Checks construction plans to confirm compliance to Environmental Impact Assessment mitigation measures before starting work and discusses plans with the Project's Construction Manager, Superintendents & Subcontractors.

Supervises Environmental personnel for close control of jobsite environmental management issues.

Establish an emergency response organization and required plans to mitigate the consequences of any potential environmental incident.

Ensure an effective environmental management organization for specific sites when required.

Arrange and conduct emergency exercises as per the project Environmetal procedures.

Reviews incident reports and conclude with corrective additional actions if required. Ensures corrective action is taken to prevent recurrence of incidents.

Analyzes all incidents to determine the extent of violation of laws & regulations, and develops preventive measures to avoid accident recurrence. Report such violations to the appropriate authorities as required.

Reviews and comments on subcontractor Environmental plans and ensures corrections are made and implemented.

Participates in subcontractor kick-off meetings if required.

Participate in interviews of recruits and make recommendations to the Site Director in regard to employment decisions.

Supplies insurance and legal claim data, when necessary.

Gives assistance to the HSES Auditor from the home office when conducting HSES audits.

Initiates and conducts activities to promote environmental awereness.

Conducts environmental audits for subcontractors to ensure that their environmental programs are implemented.

Reviews and approves monthly reports and submits it to Management if required.

Coordinate Third Party Audits when required.

Being aware of all current Environmental Legislation, codes of practices and Major Client Requirements.

Ensure that the project's environmental requirements are complied with.

Develop and maintain visibility and presence on site; gain the trust and confidence of the worksite personnel and provide proactive coaching on all Environmental issues.

Contribute to building a culture of personal accountability where positive behaviors are re-enforced, and at risk behaviors are challenged.

Administer and monitor a U-See U-Act system on site.

Provide coaching and training to the site workforce and management team and ensure that all project participants are provided with the tools and knowledge to allow them to work within the required environmetal legislation, procedures and competence.

Ensuring an adequate interface with Environment enforcing authorities to ensure compliance with all legislation and approved codes of practice.

Making sure all statutory reports are compiled and forwarded to the appropriate departments.

Where appropriate identify, in conjunction with the Site Management, any necessary Environmental Training and, if required, assist the Training Department with the development of training programs to meet the requirements of the Project.
