Set up a system of community based management throughout the state. 

The Oahu Neighborhood Boards could be a model for community based management throughout the state.  Neighborhood Boards would need to be legal advisors to both the county and state governments.  There function would be to bring experts and stake holders together to resolve issues within their communities.
