Expand and protect opportunities for public pedestrian access within the various ecosystems of the state, and enhance educational opportunities associated with that public access.  The trail system and Na Ala Hele program are dramatically underfunded, and comprise an unrealized opportunity to make recreational and educational use of our natural lands and shores, both for residents and visitors alike.
