Full on shields can only be worn by the heavy defenders. Fighters and something else later on. Bucklers can be worn by many other jobs but not all. To see if you can wear a shield, check your skills for the shield skill. Also, shields are equipped on the arm.

And, yes, you can equip more than one shield if you want to, but the game will only use one (so there is no advantage to doing so)

No it's not a bug, in the classes we have thus far, only fighters can equip
shields.
