The Agile PLM Getting Started Guide has some guidance in this area.

doing redlining and markup.
This section also refers to the Viewer Supplement document, and I
would also recommend our Admin document. Page 405 in the Admin manual

E17298_01.pdf) describes Roles and Privileges around Redline Markup.
Hopefully the combination of these materials helps you with resolving
your problem.
