List of assets only shows currently logged in users assets

I recently updated from 9.808 to 9.2457. When I login, I only see the assets I've uploaded. I did some digging and found these variables:

I've tried setting these variables at:

/assets/emshare/views/settings/applicationsetup/parameters/save.html

However that still hasn't allowed me to see other peoples assets. I've a hunch it's these two variables that I need to set:

catalogassetviewusers

catalogassetviewgroups

I've tried a combination of values for the above, to no avail. Any help is appreciated.
