It could be a problem with user privileges in the Ensemble background job for the Operation not being sufficient for the ODBC driver.
Ensemble background jobs inherit their environment from a Windows Service that starts up at boot time, so they can be different from your privileges as a normal user.
The WRC should be able to help you figure this out.
