PaintShop Pro (PSP) is a raster and vector graphics editor for Microsoft Windows. It was originally published by Jasc Software. In October 2004, Corel purchased Jasc Software and the distribution rights to PaintShop Pro. PSP functionality can be extended by Photoshop-compatible plugins.
PaintShop Pro 5 added support for layers as well as CMYK and HSL colour modes, included JASC Animation Shop for creating animations and in fact was marketed as "Paint Shop Pro 5.0 with Animation Shop".[5] PaintShop Pro X6 was the first to be available as a native 64 bit version (purchase includes both versions).[6] PaintShop Pro X7 includes content-aware features such as "Magic Fill" and "Smart Edge" as well as support for XMP sidecar files that preserve edit settings for raw formats.[7]

This is a graphics design application. So let's say you have a website and you want to animate a couple things: a loading screen, a banner, a basic gif, etc. Jasc is an easy and free way to do this. You start with the image and you can generate professional-looking animations with relative ease. You can download and try the software for free so there's no risk to begin playing around with it and see what it can do. It's not necessarily going to meet every possible graphics design and animation need, but for basic uses and for free trial software it's something you may want to check out. This software has also been around for a very long time, so while some of the interfaces do look old they should also be tried and true.

I use Jasc Paint Shop Pro (cheap program) for picture editing and in this case to make the blank pic. I use Digital Juice Fonts and "Juicer 3" to make the Text Pics. Not so cheap Fonts but the Juicer Program is Free.You can generate blank frames with Animation Shop of any size.(under "file" click new) To the Blank frames you can add only to the limit of your imagination any number of already made animations. Just copy and paste one frame at a time. And, Or one can add text with the basic text generator. With Paint Shop I have as a plugin "Super Blade Pro" by Flaming Pear (example below) but it is not nearly as versatile as the Juicer. With a plug-in for the Juicer that allows you to easily convert any DJ Font into an Apple LiveFont which can then be used in Apple Final Cut Studio. To expensive for me and I am a windows guy.

International prices vary but there is always a price advantage over Photoshop.

With version 8.0 of PSP Jasc made some major changes to PSP. The most obvious change was the new look of the program through the use of all new GUI elements. Version 8.0 also introduced the ability to control most elements of PSP via scripts or macros. Some changes, however, were not welcomed by all users. Some users complained that the time to start version 8.0 was tens of seconds, whereas the previous version started up in a few seconds. Some users also complained that the changes made to the brush and other tools rendered them much less precise than in the previous version. This has caused some users to stick with version 7.0 of the program. Version 9 later solved some of those issues.
Major changes in version 10 included a revamped Learning Center that helps new users to get started, Makeover Tools (Blemish Remover, Toothbrush/whitener, and Suntan Brush), IR film simulator, and a Black and White film converter that includes color filter effects. One of the most anticipated additions to version X was 48Bit (16bits per channel) color support, which unfortunately was not completely supported. In version X, 48bit color images were limited to a handful of digital image correcting features, but not full blown photo editing, where the real benefit could be realized. On the surface 48bit color is merely as good as 24bit color. However when the image is manipulated, 48bit color allows more precise color data to be maintained providing less image artifiacts after significant manipulation.
Since its eleventh version released in September 2006 the program bears the name "Corel Paint Shop Pro Photo XI". This has introduced a new "Organizer" that replaces the previous file browser and a number of new filters and effects. There have also been new "One-step photo fixes" introduced.

Copy each frame to a new layer in one drawing. Click save for web>choose GIF>pick your size>the speed of the animation and check loop of you want it to continue after one animation. Many other options on that page also. Small button on the bottom to preview your work. IE works best for me. The full PS program may be able to build an action to do several different files automaticaly. Maybe.

You can adjust the animations using the timeline to speed up your animations or slow them down, change scenes, or import new images to appear, then play it back in real time to see how your animation looks. You can then export the file to create a movie to upload it to Youtube or save it to a DVD. Anime Studio Pro 9 also has preset characters and resources you can use, or you can take the time to use the program to draw your own without having to use a third party drawing program.

Sure enough, about 120 PCX files were deposited in the WinSTon directory, and a quick blast through Animation Shop 3 later, compiled the pictures together into an animated demo. Now it is here for all to see.WinUAE 0.8.25 is also useful as it has an AVI recorder; recording an uncompressed AVI file causes no slowdown in the game, which is a problem if using one of the specified codecs; however, the files are enourmous (253 MB for the Schwarzendumpf Castle demo), and editing them down to a sensible filesize needs more memory than my computer has available... I have never seen a 1GHz Athlon run at the pace of a ZX81 until then!Any animations on this page will be in Autodesk Animation FLC format, as this is the file that compresses the most into a ZIP file. This can be viewed by Quicktime 5.0 or later, so get hold of a copy of that from the Quicktime website. It can also be viewed and edited by JASC Animation Shop 3 (bundled with Paint Shop Pro 7 for those of you who have it).
