It was time to look up the origin and precise meaning of this hideous euphemism (emphasis mine):

Descope

  1. (management, US) To reduce the scope of; to revise objectives downward, sometimes in the context of a funding shortfall.
Origin
de- +‎ scope. First attested in US military and aerospace contexts.

Descope

To reduce the number of deliverables to be completed. For example, if a project has three deliverables but has only finished two of them by the deadline, the project may be descoped to make it appear successful.

If we're banning horrible words staring with "de", I would like to submit the cringeworthy "deplane". The correct word is "disembark".

deplane
diːˈpleɪn/
verb
NORTH AMERICAN
  1. disembark from an aircraft.
    "we landed and deplaned"

Also; cringeworthy:
cringeworthy
ˈkrɪndʒwəːði/
adjective
informal
  1. causing feelings of embarrassment or awkwardness.
"the play's cast was excellent, but the dialogue was unforgivably cringeworthy"
