"I'm sorry if I made you feel..." or "... sorry if you felt..." is not an
apology. It's apologizing for the other person's feelings, not your own
actions.
I think it was President Clinton's secretary that after leaving the White
House wrote an article in a major US magazine about how to write a proper
apology.
Does anyone remember the person and magazine in which the article appeared?
