Phase Three Project Proposal
Funding for Bilingual Education
Today we live in a society where not every single being thinks the
same way. Thought and ideas differ. Nowadays it seems that many issues
do not have a concrete middle ground stand. When it comes to diversity
the United States is on top of the list. One of the issues that is
currently being affected by a difference in ideas and point of views
is bilingual education. Bilingual education is a controversial topic
in today’s society. There are those who supports it but there also
those that are against it. There are many bilingual programs,
throughout the country, that have been discontinued due to support
from the people. There are states like Texas that no longer have
bilingual education incorporated into their schools. Locally, here in
Hammond, Indiana there is a bilingual program that could be affected
if people do not come to a middle ground solution. If the program is
discontinued, many students’ future would be affected both
academically and socially. There are many students that do not have
English language proficiency, and they are the ones that need the help
from bilingual education programs.
For this phase of the project I have decided to talk about funding for
bilingual education programs. In phase one I talked about bilingual
education in general; I presented two sides of the issue, and tried to
come up with a middle ground solution. For phase two I talked about
the importance and the effectiveness of bilingual education programs.
So for this last phase of the project I want to talk about funding for
the programs. I want to effect change so that people stop criticizing
and being against bilingual education. In this phase I want to inform
my audience about how their idea against bilingual programs could
affect many students’ future and overall progress in this country.
This issue is relevant and worth writing about because it is an issue
that is actually affecting many bilingual education programs right at
this moment. Here in Hammond, Indiana we have a bilingual education
program at the Area Career Center. The program is still active, but it
is in danger of becoming nonexistent. This year they had to go through
a lot to get and be approved for funding for both summer school and
this school year. There are many people that are against the program;
even parents and teachers from other local schools. Since many people
are against the program, and against the idea of bilingual education,
the program is in peril of becoming nonexistent. If parents do not
allow their children to attend the program, or if people attack the
program, then the program won’t have enough attendees and I am sure it
will have to be discontinued. With this whole entire project, I want
to make a difference. I want to change people’s negative opinions and
ideas towards bilingual education.
The people that will more than likely be interested on this issue
would be parents, students, and teachers. Some school principals and
school board members might also be interested since they have to deal
with the school system and the school district. My audience is
composed of believers and disbelievers and I do believe that both
sides will be interested in this topic. Some would probably be more
interested than others, but I know that they are all an appropriate
audience. All the people that are part of my audience have the power
to change the negativity involved with this topic. All the people in
my audience, if united, could greatly benefit many students who need
bilingual education in order to succeed and socially survive in this
country.
I have already done some research and so far I have been able to find
useful secondary source to support my claim. So far I have used Google
books, Google scholar, and some databases to help me with my
research. I have had practice all throughout this semester with
finding sources that I don’t think that is a problem. So far I have
found scholarly articles and books about my topic. The part that is
probably going to give me some trouble is the primary research part. I
already have an idea of what I am going to do, but I know that that is
not enough. For my primary research I am planning on interviewing Mrs.
Harrington who is the principal at the bilingual program where I work
at, here in Hammond, Indiana. I was also thinking of creating a survey
where I would have my students fill-out a small survey that will
inform me whether their parents are pro or against the program. The
survey would allow me to come up with an estimate of the percentage of
parent s that are currently against bilingual education programs
whatever the reason may be. This survey would be beneficial since
funding for bilingual education in part depends on the number of
students who are enrolled in the programs. For example, if there are
not enough students, then the program does not get much or enough
funding. If I conduct an interview that would help me get the
principal’s point of view on the issue. For example, I could ask her
what she thinks is the reason why many of the parents and teachers are
against her bilingual program. If she responds then I would have her
idea on why they are against the program. I am not so sure about the
number of questions is going to be, but it’ll probably be between 5-10
questions.
By reading the requirements for this last phase of the project I can
already tell that the slideshow is an essential piece, something of
paramount importance. The slideshow, if carefully planned, is going to
enhance our webtext. The images in the slideshow are going to make our
writing more powerful and meaningful. With the images, I think it is
going to be a little easier to address the elements of pathos, ethos
and logos. For my slideshow I plan on choosing images that’ll go hand
in hand with my script. I want my images and my text to be related and
intertwined as much as possible. It is not going to be an easy task,
but I will try my best to make this slideshow a good and beneficial
one. Sometimes words a lot cannot express an emotion or an idea, so
that is why images are there—to help with the transmission of
feelings, emotions, and ideas. Text is for our ears, images are for
our eyes. What I am trying to say is that by text itself we are only
reaching our sight, but with images and text complementing each other,
we not only address and reach our sight but we also address and reach
out hearing. In other words the more senses that we address the
better our claim will be.
With the research that I have done so far I have to the conclusion
that funding is something of paramount importance for bilingual
education programs. With my research I have also learned that there
are many states that no longer have bilingual education incorporated
into their schools. Another thing that I gained more knowledge on is
that bilingual education is, indubitably, an issue that is current and
extremely relevant in today’s society.
The conclusion of this issue would be that bilingual education
programs need support. Also not only the programs need our help but
the students who need of them too. The controversy that surrounds
bilingual education is relevant and sounding. It is an issue that not
only affects non-English speakers but that also affects those around
them. Bilingual education might be expensive but it is something of
paramount importance. I understand that some people might be afraid
having the English become a secondary language or that bilingual kids
might take over many jobs, but this is not about that. This is not
about money or riches—this is about helping our students reach
success. This is about helping people lead fair and better lives.
There is no room for hasty generalizations or for blaming people, this
is a time for change. I might not have power but I do wish I could
make a difference in someone’s life. In order to make this last phase
of the project meaningful and powerful I am going to do careful and
detailed planning of both my text and of my slideshow. I am going to
try my hardest to effect some change in my audience!
