Phase Three Project Proposal
Funding for Bilingual Education


Today we live in a society where not every single being thinks the
same way. Thought and ideas differ. Nowadays it seems that many issues
do not have a concrete middle ground stand. When it comes to diversity
the United States is on top of the list. One of the issues that is
currently being affected by a difference in ideas and point of views
is bilingual education. Bilingual education is a controversial topic
in today’s society. There are those who supports it but there also
those that are against it. There are many bilingual programs,
throughout the country, that have been discontinued due to support
from the people. There are states like Texas that no longer have
bilingual education incorporated into their schools. Locally, here in
Hammond, Indiana there is a bilingual program that could be affected
if people do not come to a middle ground solution. If the program is
discontinued, many students’ future would be affected both
academically and socially. There are many students that do not have
English language proficiency, and they are the ones that need the help
from bilingual education programs.
For this phase of the project I have decided to talk about funding for
bilingual education programs. In phase one I talked about bilingual
education in general; I presented two sides of the issue, and tried to
come up with a middle ground solution. For phase two I talked about
the importance and the effectiveness of bilingual education programs.
So for this last phase of the project I want to talk about funding for
the programs. I want to effect change so that people stop criticizing
and being against bilingual education. In this phase I want to inform
my audience about how their idea against bilingual programs could
affect many students’ future and overall progress in this country.
This issue is relevant and worth writing about because it is an issue
that is actually affecting many bilingual education programs right at
this moment. Here in Hammond, Indiana we have a bilingual education
program at the Area Career Center. The program is still active, but it
is in danger of becoming nonexistent. This year they had to go through
a lot to get and be approved for funding for both summer school and
this school year. There are many people that are against the program;
even parents and teachers from other local schools. Since many people
are against the program, and against the idea of bilingual education,
the program is in peril of becoming nonexistent. If parents do not
allow their children to attend the program, or if people attack the
program, then the program won’t have enough attendees and I am sure it
will have to be discontinued. With this whole entire project, I want
to make a difference. I want to change people’s negative opinions and
ideas towards bilingual education.
The people that will more than likely be interested on this issue
would be parents, students, and teachers. Some school principals and
school board members might also be interested since they have to deal
with the school system and the school district. My audience is
composed of believers and disbelievers and I do believe that both
sides will be interested in this topic. Some would probably be more
interested than others, but I know that they are all an appropriate
audience. All the people that are part of my audience have the power
to change the negativity involved with this topic. All the people in
my audience, if united, could greatly benefit many students who need
bilingual education in order to succeed and socially survive in this
country.
I have already done some research and so far I have been able to find
useful secondary source to support my claim. So far I have used Google
books, Google scholar, and some databases to help me with my
research. I have had practice all throughout this semester with
finding sources that I don’t think that is a problem. So far I have
found scholarly articles and books about my topic. The part that is
probably going to give me some trouble is the primary research part. I
already have an idea of what I am going to do, but I know that that is
not enough. For my primary research I am planning on interviewing Mrs.
Harrington who is the principal at the bilingual program where I work
at, here in Hammond, Indiana. I was also thinking of creating a survey
where I would have my students fill-out a small survey that will
inform me whether their parents are pro or against the program. The
survey would allow me to come up with an estimate of the percentage of
parent s that are currently against bilingual education programs
whatever the reason may be. This survey would be beneficial since
funding for bilingual education in part depends on the number of
students who are enrolled in the programs. For example, if there are
not enough students, then the program does not get much or enough
funding. If I conduct an interview that would help me get the
principal’s point of view on the issue. For example, I could ask her
what she thinks is the reason why many of the parents and teachers are
against her bilingual program. If she responds then I would have her
idea on why they are against the program. I am not so sure about the
number of questions is going to be, but it’ll probably be between 5-10
questions.
By reading the requirements for this last phase of the project I can
already tell that the slideshow is an essential piece, something of
paramount importance. The slideshow, if carefully planned, is going to
enhance our webtext. The images in the slideshow are going to make our
writing more powerful and meaningful. With the images, I think it is
going to be a little easier to address the elements of pathos, ethos
and logos. For my slideshow I plan on choosing images that’ll go hand
in hand with my script. I want my images and my text to be related and
intertwined as much as possible. It is not going to be an easy task,
but I will try my best to make this slideshow a good and beneficial
one. Sometimes words a lot cannot express an emotion or an idea, so
that is why images are there—to help with the transmission of
feelings, emotions, and ideas. Text is for our ears, images are for
our eyes. What I am trying to say is that by text itself we are only
reaching our sight, but with images and text complementing each other,
we not only address and reach our sight but we also address and reach
out hearing. In other words the more senses that we address the
better our claim will be.
With the research that I have done so far I have to the conclusion
that funding is something of paramount importance for bilingual
education programs. With my research I have also learned that there
are many states that no longer have bilingual education incorporated
into their schools. Another thing that I gained more knowledge on is
that bilingual education is, indubitably, an issue that is current and
extremely relevant in today’s society.
The conclusion of this issue would be that bilingual education
programs need support. Also not only the programs need our help but
the students who need of them too. The controversy that surrounds
bilingual education is relevant and sounding. It is an issue that not
only affects non-English speakers but that also affects those around
them. Bilingual education might be expensive but it is something of
paramount importance. I understand that some people might be afraid
having the English become a secondary language or that bilingual kids
might take over many jobs, but this is not about that. This is not
about money or riches—this is about helping our students reach
success. This is about helping people lead fair and better lives.
There is no room for hasty generalizations or for blaming people, this
is a time for change. I might not have power but I do wish I could
make a difference in someone’s life. In order to make this last phase
of the project meaningful and powerful I am going to do careful and
detailed planning of both my text and of my slideshow. I am going to
try my hardest to effect some change in my audience!

Obesity Health Reform Proposal

Proposal
Intoduction
There is no reason for anyone to be overweight or unhealthy in that
type of way besides a poor diet and laziness, both of which are easily
curable in any American community. The focus is to bring change in
the way local families feed themselves and their families in order to
have a healthier and more productive community. It’s relevant because
it affects basically everyone. It’s a valuable contribution because
it targets a problem that can be changed but many people choose to
ignore, but ignoring the problem has serious consequences. It fits
under the topic of Health in the webzine.

Rationale
The topic is worth writing about because it is an issue that our
nation and communities are fighting currently. It’s a problem that is
only brought on by people themselves and is easily preventable if
children are equipped with the knowledge to make the right choices
when it comes to taking care of their bodies. Parents of households
will be interested in it so that they can be productive parents and
raise healthy children with the right knowledge of eating right and
staying active. The audience is appropriate because parents are
constantly thinking of their children’s and loved one’s health.

Methodology
Well I will start of by looking at various websites and using Google
Scholar in order to find pertinent journals to the topic I am writing
about. I will use key words and phrases such as “health & fitness”,
“obesity & health”, “eating habits & health”, “junk food & obesity”
among others. I will also use the databases available on the PUC
online library like EBSCO host and maybe other various medical
databases. I am hoping to do a couple of interviews, one with an
employee at a fast food venue and the other with a dietician.

Detailed Plan
Well I am going to incorporate a podcast in my slideshow along with
pictures that not only fit within my topic but give further emphasis
to the point that I am trying to make. My slideshow will be visual
and audio compared to only a written text with pictures, so it will
hopefully make more of an effect.

Conclusion
In conclusion, my topic will reach parents about maintaining healthier
households and being more proactive about leading healthy lives
because the fact of the matter is bad eating choices and workout
routines are going to inevitably catch up with every single person,
shortening their life expectancy in various ways and cutting down on
their overall productivity in their lifetime. Life is short, so
everyone might as well make the best of it, and what better way to
start than by simply making healthier choices when it comes to
everyday meals. The future health of our nation not only belongs to
various doctors who have gone through years of schooling, but also the
everyday parent by cutting down on the need for doctors by maintaining
and teaching healthy lifestyles in their homes.

Introduction:
For my Phase 3 Project, I want to get into further detail about the
steps that must be taken to make Indiana a smoke free state. I would
like to convince legislators and other government officials to ban
smoking in this state for the sake of our health and our futures
health. This decision would be a valuable contribution because it is a
necessary decision that needs to be made for us individuals to live
healthier lives.
Rationale:
This topic is worth writing about because it is life-saving. In this
particular area of the country, we already have a lot of pollution due
to the steel mills. Cigarette smoke only adds to the ruining of the
air we are breathing every day. Everyone in our state should be
interested in this topic, but non-smokers and government officials
overall. Non-smokers need to stand up and fight for what they believe
in to make this state a healthier place to live and government
officials need to listen to what they are saying and all the health
risks that are being brought upon innocent lives.
Methodology:
I plan on doing an interview with a doctor, hopefully a doctor who
specializes in cancer/lung cancer to get a professional view point of
how second hand smoke affects people. I am hoping that this will more
inform government officials of the risks that even they are involved
with when around second hand smoke.
Developing Ideas and Media Choices:
I do plan on using some of my previous research that I did from Phases
1 and 2 for my Phase 3. However, I will conduct new research by
changing around my key words for new searches. I also hope to find new
articles on my topic to present.
Conclusion:
I feel as though I have a lot of my research done and I have a few
main topics to feed off of: the dangers of smoking, the dangers of
second hand smoke, and what needs to be done to prevent it.

Sex Education and The young Mother Proposal

1. The focus of this piece will be about sex education and how girls
are becoming pregnant at a young age. This is a relevant topic
because it is something that you can see in your day to day life.
Children are learning about sex at younger ages and don’t know what
will really come out of it. This will be not only a topic of
education but also fits into health since this is something that is
physical. This will fit in just because it is a big topic and can
always strick up some type of controversy.
2. This topic is worth writing about because it is an issue that is
important locally as well as nationally. If something isn’t done
about it now then the future will just get worse since what you teach
growing up becomes a part of you as an adult. I would rather know
that my kid is going to grow up to be what he/she wants to be and has
dreamed of rather than having to face reality at such a young age.
These young adults need to be able to experience everything that the
world has to offer. The audience that I’m hoping to reach out to is
parents/administration but also I hope that maybe some teens will see
this and be affected by the statistics. I feel that if the teens can
back this movement than maybe I can be one step closer to the goal.
3. For this I think I will want to interview teachers that do sex
education talks for grade school and high school or atleast talk to
the principals on the views and things dicussed. But I would like to
put a survey out not only to adults or parents but also to teens in
high school and middle school to get a view on what they want to be
taught or what they even know. I want to be able to have proof that
sex education does need to be changed.
4. Once I have everything collected from interviews and surveys I will
be able to put more of a focus on my slideshow. The pictures will be
of real life people but also it will help illustrate my point on a
deeper level. The slideshow like I said will give a deeper
understanding than just words. And in my opinion puictures are louder
than words. They help paint a clear picture of what is being talking
about and help the audience to understand it better. And even though
some people view things differently my picture will be well explained
so that my point does come across.
5. In conclusion I hope this will open minds and the audience can
agree that times are changing and sex education needs to change along
with it. I want this to make an impact and help people understand
that this is a problem that can be fixed and we need to start now. I
want to be able to help the kids of the future and give them the lives
they always wanted for themselves.

Introduction:My topic for the webtext/slideshow is about cursive
becoming obsolete in America and what we need to do about it because
it can affect the newer generation, as well as the older generation in
the future. My topic falls under the category of Education in the
class webzine. Cursive handwriting becoming obsolete is relevant and
valuable because it’s a recent and up to date topic. It is something
that involves everyone that can read and write. Cursive is very old
and has been around for decades, but it is slowly fading away and I’m
going to describe why that’s a bad thing and how we can change it so
that’s it appeases both the old way of writing and the new way of
typing. So we as a society can get the best of both worlds without
leaving a part of history behind.

Rationale:My audience is the new generation, the future generation,
and the past generation, as well as the government. Cursive is
something that has been taught for years and now it’s disappearing
because of new technology. Everyone is trying to keep up with
technology so our society tends to try to replace the old with the
new, but not all old can be replaced do easily. If it can be replaced
easily then not all of the old can be replaced with new secure things.

Methodology:I plan on getting my facts from government sites and state
sites that have information about cursive becoming obsolete. I will
get information from both types of sites; ones that that have a reason
for not requiring cursive to be taught, and ones that do have cursive
handwriting as a requirement. I will be making and a short survey that
consists of questions similar to the following: What do you think
about cursive becoming obsolete. Do you care that it’s becoming
extinct. And, do you use cursive daily or at least 5 times out of a
week? The people I will be surveying will be between the ages of 13-60
so I will be getting feedback from both old and new generations.  I am
hoping that I will be able to get an interview with a teacher from a
local elementary school to discuss what he or she thinks about the
fact that cursive is becoming obsolete. Also I will be discussing a
lot about what their opinion is on the subject and what they use
cursive for in their daily lives.

Developing your idea & media choices: In my slideshow I want to
include some pictures of types of cursive handwriting, documents that
are incursive, and comparison of how certain documents have a better
way expressing the meaning in the words when they are written in
cursive, rather than typed. I’m including these so that give an
emotional feel on the topic, because we as a society are losing a
piece of historical art, even though some of us may not understand
that. I also want to include some short statistics if there are any to
include. I plan on doing some detailed research to get my statistics.

Preliminary Conclusion: My research has gone every good so far. I
found some of the key information I was particularly looking for
during my process. There are a few more details that I would like to
find, which will require a little more effort. Overall I am pleased

Introduction:
Drug abuse is a widespread issue in every community in this country.
It may be an open issue that is discussed and recognized or a closet
issue that many citizens do not want to talk about. The key may not
be to establish a war on drugs but teach and strengthen our youth to
understand the effectives of drug abuse and what it does to a person’s
body as well as family. Many youths and teens do not understand that
many people do not wake up and decide to be a drug addict one day and
that it’s a snowball effect that occurs gradually over time. Many
students in Lake County public schools are introduced to the D.A.R.E.
program and the Red Ribbon Week throughout their school careers but I
believe they need more. The youth to youth drug education theory
consists of the use of peer pressure in a positive light. The youth to
youth theory was developed in the early 1980’s and was done to change
the attitudes and behaviors surrounding drugs and their usage within
this generation. ("Youth to youth," 2011) Children between the ages of
nine and twelve have not tried an illegal substance because of early
intervention drug programs. ("Youth development and," 2005) This is a
crucial time period to really get the message to youths and a youths
speaking to youths is a very good approach.
Rationale:
Drug education is an important topic to discuss because all children
need to be educated about the consequences of drug abuse. The National
Survey on Drug Use and Health indicates that 1.72% of citizens in
Indiana have reported they were dependent on illicit drugs. ("Drug
interventions," 2005) A growing issue within the Northwest Indiana
Region is the abuse of prescription drugs. In 2004, Indiana expanded
their monitoring program to include prescription pharmaceutical
controlled substances. ("Drug interventions," 2005) Children need to
be educated about the many faces of drug users and especially how drug
abuse can be prevented.
Methodology:
Drug education is an important subject and there are many sources to
choose from. Choosing sources that are current and credible is
extremely imperative to having sound research. I have determined that
I will be using Google Scholar and Google Books. I have also found
that the National Institute on Drug Abuse has an abundance of
information.
Developing your idea & media choices:
As my research progresses I plan on narrowing my findings into more
narrow categories and rely more on what will be most pertinent to this
region. I will begin with as much information as I can find and then
narrow it down. I currently plan on using the color gray and tan. My
page will be organized with simple font. The pictures that I plan on
using will be able to convey the message that drug use is an important
issue that needs to be addressed to young students as well as the
theory of youth to youth education is an important one.
Preliminary Conclusion:
I have come to the conclusion that many of the public schools in the
Northwest Indiana have some kind of drug education in place yet I
believe that the school systems need to do more. The theory of youth
to youth education for drug awareness is an appropriate addition to
the drug education curriculum. However I would still like to put more
research into what types of drug usages is occurring in the Northwest
Indiana Region and exactly what the students are being taught in the
current curriculum.

Removal of the Tenure laws. Basically I would like to completely
remove tenure for teachers at the K- 12 level. Tenure is a huge issue
today with the education system. We have teachers that are not doing
their jobs well enough and because they have tenure people are either
to lazy or too scared to do anything about them.
What is the point of tenure? It seems to me that we have created
something that pointless. You don’t receive tenure anywhere else, and
if you do it is based on the fact that you are moving up in a
company. Teachers are special to society but not to the point where
they need to be free of all guilt. Tenure is a pointless thing that
does nothing for the actual community just bad teachers. My audience
choice will be school board officials that can get rid of the idea of
tenure as well as Indiana politicians who are responsible for the
education system.
My primary research will be an interview with Wanda Gordils an
active member of our community fighting to reform the Indiana Board of
Education in East Chicago.
As far as a plan goes I will be showing that tenure is not even
necessary, with the basic philosophy of “if you do your job well you
will not be fired.” The slideshow will most likely include images
revolving around the idea that tenure is a bad thing and should either
be removed or only be available to those teachers who have taught for
at least 10 years.
Conclusion: Tenure needs to either be eliminated or made much
harder to obtain.

webzine.2. The rationale behind your choice of topic--why is this a

Introduction:The United States economy is desperately trying to
recover from the devastating recession of 2008. As the economy was
faltering, the United States Federal government took action to stop
the economy from continuing its down fall.The U.S. federal government
introduced and passed a spending bill or “stimulus” called the
Troubled Assets Relief (TARP) program. This controversial $700 Billion
spending bill flooded the market with money allowing banks that were
in danger of collapse to receive much needed liquidity to keep their
doors open. The consequences of this historic bill left much to be
argued about however.According to the New York Times, many economic
experts laud the actions of the federal government and see the TARP
bill as crucial in pulling back the economy from the economic
apocalypse. On the other side of the coin however, public anger rose
over the bill which became known as the “bank bailout. This issue has
divided the country and left the federal government frozen in a stale-
mate where both Republicans and Democrats are unwilling neither to
work or compromise with each other. This leaves little hope of any
comprehensive beneficial action from the government.Rationale:As the
U.S. economy begins wane and the unemployment rate over 9%, many
financial experts are asking for another stimulus bill similar to the
2008 TARP. However many of the politicians that were supported by the
Tea Party were elected to congress demanding the government stop what
they see as wasteful spending by the Democrat led government. With the
federal government is in an apparent stand still as they decide what
the best solution is, it is important to see what the differences are
between austerity and spending are as well as seeing the benefits and
negatives of each.Also while the federal government tries to hammer
out some kind of macroeconomic solution; I will look in to some
possible microeconomic solutions that could offer more of an immediate
impact like consumer credit rating reform and reforming healthcare to
make it more affordable for employers, especially small-businesses, to
provide people healthcare coverage therefore easing the financial
burden on both families and the state governments. Methodology:The
plan is to research various business journals as well looking to the
economic history to see how government spending and/or austerity have
resulted in the past. I wish to find what the true consequences of
each option might bring to the “main street” economy without being
influenced by whatever political ideology might be attached to it.

1. For the Phase Three Project I plan on writing about how we need to
improve the education system K-12 for Indiana which can even expand to
the United States education as a whole. We need to focus on the way
Finland goes about their education system because they spend the least
amount of money on education but have the highest scores out of all
the other countries. The United States needs to reevaluate everything
and gives kids the education they deserve instead of having teachers
who aren’t capable of teaching in a way that is effective to children.
Also, we need to throw out the No Child Left Behind Act because it is
doing worse for children then better. Children need to be taught at
the same capacity as others, just because they’re from an area taken
over by poverty, that doesn’t mean the children in poverty can’t learn
what children of a more prosperous area are capable of learning. This
is relevant because people need to know the reality of the education
system and understand that we cannot keep going the way we are and
expect to have a successful country for future generations.
2. The topic of improving education is worth writing about not only
because I am going into the education field, but because I have
cousins going into elementary school who aren’t going to be given the
proper education because the education system is sub-par. I fear for
their generation, and even my own. This fits in with the webzine
because this is a topic that needs to be addressed to people in office
like some of the other projects.
3. To get more in depth with this topic, I plan on either doing
surveys for elementary school teachers and getting their feedback or
interviewing a current elementary school teacher and a former teacher

in on an elementary class to see exactly what goes on and better
understand how well the children understand their material and how
well they are actually being taught. I have enough information from
phase two that I don’t think I will need to do anymore online
research, but I may come across something that I will need to research
more in depth.
4. I hope the slideshow will be able to give a better example of what
goes on in schools now and help people to better understand what I’m
trying to explain.
5. The information I have and the information I will learn later on
will help me to better understand how to go about my plan of action

Project Proposal

Introduction:

My main concern for this project is to make sure that there is a sex
education class in the elementary schools in our area. I believe that
if we make sex education part of our curriculum in this area we will
slowly see a decline in the age teens start to have sex. If we can
make sure that kids are learning the proper things at the right age it
will help them in the future make an educated decision when the time
comes. I think that this topic fits in the webzine with health
because it deals with young kids having unprotected sex where they can
get STDs and even getting young girls pregnant. Every parent needs to
know why it is so beneficial to teach their children sex education.

Rationale:

This topic is so important at this time. There are shows all over the
place that are about teens and being pregnant and these shows are
getting high ratings. I think that parents need to know that children
are going to have sex one day and if they are not prepared they could
end up in a bad situation. I wanted to talk about this myself because
I am a teen mom myself, although I was out of high school when I had
my daughter it is still very hard to try and get by. I never had any
sex education when I was younger and I honestly feel that it is so
important to teach kids the truth. I think that my audience will mix
right in with the rest of the webzine because there are many other
topics that relate to mine.

Methodology:

I need to make sure that I am really getting every single fact. It is
so important that when you are presenting something that you make sure
that every fact is true. I will be looking for great keywords like:
Sex Education, Teaching sex Ed, and even teen sex. Mainly I need to
do some interviewing and find some true stories of girls who are teen
moms like me so that I can display some emotions along with the
facts. I am even thinking about so some surveys to find out how many
people took sex ed in school and even how many people listened to what
they were taught.

Idea development:

As I have learned it is so important to make sure that I can learn as
much as I can before I go and try to talk about a subject. So in order
to make sure my idea comes across as strongly as I want I need to make
sure I research everything I can. I want to get the point across hard
so I will use videos and pictures to help with that. Another great
asset of my web text will be the professionalism. I want to make sure
that I am not coming across as just a student, but as someone who is
educated on the topic. I will also be using a slideshow that will show
pictures of kids and then teen moms struggling to get by and if I can
find some statistics to get the point across I want to use them as
well.

Conclusion:

Everyday another young girl has unprotected sex and then regrets
it. Sex education in schools is so important so that kids get the
right education for the future. As parents or educators it is our
duty to make sure that kids get the proper education to help them in
the future. Sex education in schools should start in elementary
schools so they get the information at the right time.

Introduction: The topic that I will focus on is the way teenagers
change when theyare exposed to violent or abrasive music. I want to
show parents how the music thattheir children listen to affects their
behavior and the way they think about certain thingsall together. I
honestly believe that when music is played with rough lyrics and
harshlanguage, teenagers try to act out what they hear, leaving them
feeling like it’s okay tosay and do the things they hear in the songs.
This topic is relevant because there are alot of people who feel like
the youth of today are nothing like the youth that was aroundwhen they
were younger. And it’s hard to understand why the world is changing so
muchand there are so many more murders and violent crimes against
youth now than thereever were.
Rationale: This topic is worth writing about because there are a lot
of things that peopledon’t want to say. People try to dodge the idea
of maybe it’s the music, or maybe it’sthe movies but instead the youth
behavior is being based on the behavior of the otherchildren around
them being an influence. It’s true enough that if you keep certain
thingsout the reach of you youth then they can learn about it from
other youth who haveexperience with it. But if you have everything out
in plain sight for the youth to exploreon their own and there are no
boundaries as to what’s okay for them that not the otherkid’s fault.
Methodology: The way that I want to conduct research will be an
experiment. I willobserve how the act before they listen to violent or
rough music, then observe howthey act and respond to everyday things
after they listen to violent music. After I haveobserved their
behavior, I will ask them a series of survey questions and see if
theynoticed how they acted during the observation.
Developing an idea & media choices: I want to have samples of the
music that wasplayed during the observation. I also want to have some
recorded footage of the thingsthat they said after listening to the
music. The slide show will help push the point acrossthat parents need
to pay more attention to what’s going on in their homes and back up
theinformation that I have already presented in the phase I and phase
II projects.
Conclusion: For my conclusion I will put links in and explain how to
start the reform. Iwill explain about assertion books and links to
