Use UsageSummary instead of ElectricPowerUsageSummary

Was "ElectricPowerUsageSummary" deprecated because we should simply use "UsageSummary"?  

Basically, Electric, Gas, Water, and other commodities can use "UsageSummary".

Yes, that was the primary motivation. They are (currently) identical structures.
