programatic validation of green button data

I want to be able to programatically validate green button data.  How can I reference the XSD?  Is this the correct URL:  http://naesb.org/termsofuse_form.asp?doc=espi.xsd.  Ideally, I'd like to bring it down and reference it locally, but itseems like it's referencing another xsd (atom.xsd) within it.  Has anyone else tried this or have any ideas on how to validate the xsd programatically prior to consuming the data?
