Dear Endeavour AH friends,

Thank you very much for your support and precious comments and ideas for the Drafting Team so far. Please find attached our latest version of DRAFT Proposal on 16 November 2012. We hope you will find it best delivers our messages to DIISRTE. Here are some issues we would like to note:


Firstly, we have revised the proposal to include as many recommendations from our AH friends as we could, including the problem of Medibank as only OSHC provider. Unfortunately, we could not address the issues such as maternity leave, family subsidy and post field trip data conversion as proposed by some AH friends. The reason is that our proposal just focuses on key issues of the current policy gaps of EPA. Identifying all the problems faced by AHs and asking for correction may make it look like a complaint about this prestigious and generous scholarship. However, we propose DIISRTE to adopt a more balanced and flexible financing policy, which we hope can help us overcome all the mentioned problems.


Secondly, to make our proposal sound reasonable, constructive and acceptable to the DIISRTE, we have asked an Australian friend – a Director of the Australia Department of Foreign Affairs to have a look at it and to revise it. It is not a proof reading of English (if so, we would come to an English teacher). We have asked that friend to play the role of DIISRTE and tell us what he think and what he feel when he read it. We asked him to tell us whether our proposal sound justified and reasonable enough and whether the terms we use precise and relevant. We asked him to deliberately revise and edit our proposal. And he did it with all his kindness, professionalism and full support. With his inputs and with our best efforts, we have managed to deliver you the latest version of 16 November 2012. We can assure you that there is nothing wrong with the term “proposal” and its language.


Finally, we would like all of you to understand that we are the volunteers who are trying our best with the proposal; we are seriously taking into account all of your comments and suggestions; and we are devoting our precious time to make the proposal better. We have many sleepless nights struggling with the proposal and dealing with so many comments from you. This long and painful journey costs us a lot of time and energy. So, we ask for your understanding if we do not have enough time to answer your emails case by case. There are only five girls in the Drafting Team. Like you, we have a family and children to take care of. We have academic deadlines to be met. We have part time jobs to earn our living. Among us there are three with small babies and one single mum with a twin. Recently, we are lucky enough to have a male AH joined us and helped us a great deal. However, there are lots to do and we need your support as well as your willingness to help. Please do not criticize, challenge us or be suspicious with what we are doing. We do not deserve it. We need your encouragement and your trust. Please do not give us an ultimatum, give us a HAND, join our Team if you really care about the Endeavour AH community (we believe you do). Our draft proposal is still a work-in-progress and it is YOU together with us can improve it any time before submitting it to DIISRTE.


In the coming time, we need you to show your support, give us further comments on the latest version of proposal and suggest us the way we can have it signed and sent to DIISRTE. We need to submit it before December 2012 to avoid Christmas and New year holidays and to enable DIISRTE have enough time to consider it before they can prepare for any policy change in the next financial year.
