Found mention of a Peter Sexton very early in Lower Norfolk County in the information provided below by Samantha Schatzan.   This John Biggs has some interesting connections.   He had a son-in-law named Matthew Caswell/Carswell who sold land to my ancestor William Sugg in 1692 (this year from memory) -- William Sugg was great-grandfather of Abigail Sugg who married John Rice, Jr.   Additionally, one of the witnesses of John Biggs' will was William Maund, father-in-law of Aquilla Sugg -- cousin of Moses Sugg, who was Abigail Sugg's grandfather.  
 
Finally and interestingly, John Biggs granddaughter was Edith Batchelor who married William Hardy and lived in Bertie Co., NC.   I mention this because we seem to see the name Hardy quite often in these families.

The name CULLIN comes down thru the BLOUNT line,  I sent some info on them previously- associated with POLLOCK -
MARTHA CULLIN married ROBERT WEST, Chowan - - She was also married to Gov. Thomas Pollock - they named a son Cullen Pollock, they had 3 other children; George, Thomas & Martha.
Martha married THOMAS BRAY - don't have anything more on the boys tho. Most likely whenever the name CULLEN shows up, they are associated with this family - I have nothing on UZZELL -
That I know of but remember the name popping up, perhaps dealing with deeds.

In John's notes I have -
ohn Biggs (Grandson of Richard Bigge) received patent on August 20, 1655 tro 260 acres of land in Lower Norfolk Co., VA. on the east side and near the head of the Southern Branch of the Elizabeth River, for the transportation of six persons: William Stillard, William Rends, _______ Piggott, Richard Day, Thomas Brittaine, and Thomas Buckmaster. Forty acres of the last right was due to Mr. Emporerwho assited these rights to John Biggs. (Patent # 358, CAVALIERS AND PIONEERS by Nell Marion Nugent).
 
Ten years later John Biggs of Lower Norfolk County received patents to 800 acres and his additional part of 1100 acres, on the est side of the southern branch of the Elizabeth River. Of this 450 acres was bounded on a draught of Tristrum Nasworthy, and part of the 1100 acres was a grant made June 10, 1654 to Biggs and Thomas Nasworthy, son of Tristrum. These patents included 350 acres for the transportation by John Biggs of seven Persons: Peter Melborne, Margaret wade, Elizabeth Thompson, John White Jr. and Soloman White, Hanna white and Thomas Browne. (CAVALIERS AND PIONEERS by Nell Marion Nugent).
 
Mention of him in the Norfolk Co. Records on February 1, 1648/9 when he signified his intention of going to England (Norfolk Co. Book "B", P. 107), indicating that he was all ready living in Virginia. It is possible that he was returning to England to get his wife and eldest son, John, for on January 17, 1652/3 the Norfolk Co. Court gave him a certificate for 100 acres for the importation of Johan Biggs and Joseph Hutt, and on April 15, 1653 he was certified another 100 acres for importing Mary Shurlocke and John Biggs Junior (Norfolk Co. Book "C" pp. 34 and 44). John Biggs' wife was named Joan, Johan of Johannah as indicated by the above record and by the fact that he had a daughter Johannah. He seems to have turned the first certificate above over to Thomas Sawyer, for the latter was granted 400 acres in Norfolk Co., in March 1653/4 for the importation of Johan Biggs among others (Nuget's CAVALIERS AND PIONEERS p. 275). John Biggs was claimed as an importee by Thomas White and Peter Sexton for a grant the same date (Nugent's CAVALIERS AND PIONEERS p. 247). He himself was granted 200 acres in Norfolk Co. August 20, 1655 and 450 acres April 28, 1665 (Nugent pp. 311 and 446) and had a large grant of 1200 acres, probably including some of the preceding land on April 21, 1690 as John Biggs (Virginia Patent Book no. 8 p. 34).
 
John Biggs was an Undersheriff of Norfolk County in 1658 when Christopher Bustian and several other men criticized him for what they called oppressive actions against them on June 15, 1668, (Book "D" pp. 150and 156), but he continued to serve throughout the year (same pp. 171 and 179). On October 17, 1659 he is mentioned as "late Undersheriff" (same p.228). The Quakers were much persecuted in Norfolk Co. in the 1660's and 1670s and some time during this period, John Biggs obviously became a Quaker, for on June 16, 1675, John Edwards informed against John Biggs for not baptizing his children and he was fined 2,000 pounds of tobacco. Francis Sayer, a neighbor and probably a relative, also testified on Fevruary 16, 1675/6 that he never heard that Biggs had christened his last child, though there was a minister in the parish most of the time; and the court ordered John Biggs between that date and May 12 to take his children that were not baptized to some lawful minister, have the right performed, and produce a certificate to the court or be fined. That Mr. Biggs was a Quaker, and not a Baptist, is shown by the fact that on February 15, 1675/6, John Biggs "Declares, but will not despose" (i.e. will affirm but not swear) that John Porter made his Will, and he was ordered to be put in prison until he made the deposition: however Mary Porter was granted probate on the will by the deposition of the other witness Richard Hartwell. The above references are from Norfolk Co., Order Book, 1675-86 which is unpaginated. Order Book, 1665-175 shows that on August 16, 1669 John Biggs was Surveyor of the Highways for the southern branch of the Elizabeth River (p. 38-A), and he was again Survetor February 18, 1672/3 (p. 89). On March 15, 1681 John Biggs was named Constable for the southern branch (Order Book 1675-86), but it appears as though this was probably John Biggs Jr. not John Sr. as younger men were usually appointed Constable. Whether John Biggs Sr. left the Quakers or not is uncertain. A reference from Book 5, page 2, Orders 1686-95 which is also unpaginated, mentions on september 18, 1688 "Mr. Butt and Mr. Biggs present" presumably as Justices (the mr. Butt referred to was Thomas Butt, positively a Justice and later a Burgess).
 
The Will of John Biggs dated september 4, 1694 and probated in Norfolk Co. March 15, 1696/7 (Book 6, p.77) leaves to his son John Biggs all the estate and the land, including "the land George Widby lives on and the land my son Jabez held by patent dated April 23, 1688; "If John dies without issue, it is to go to the Grandson George Whidby, and if he dies "to the rest of my daughter Elizabeth's children;"and if they all die, " to my daughter Katherine Mercer's children;" 12 pence or 1 shilling to son Thomas Biggs and daughters Ann Faux, Katherine Mercer, Elizabeth Whitby, Jean Sikes, Pheobee Biggs and Dorothy biggs: to son-in-law Matthew Caswell and Grandchildren John Hassold, and Martha, Francis, William, Jabez, Jeane and Mathew Caswell, 1 shilling sterling to each. The Will is remarkable for the number of witnesses: William Maund, William Etheridge, Rebecca Hodges, "and many others."
 
John Biggs died in Lower Norfolk Co., VA. as proved by his will dated September 4, 1694, and proved March 15, 1696/97. (See old calender for differences in dates). Since she is not named in the Will, his wife Johanna (Sawyer) had preceded him in death. He names all his children, including those deceased before making the Will. Portions for his unnamed grandchildren are provided in the legacy to the parent. (Lower Norfolk County Wills 1637-1710, by Charles F. McIntosh, pp. 159-160).Cathren (or as she signed it "Katherine" was the oldest daughter if not the eldest child.

Richard Biggs m. Johannah Sawyer
 
According to my information, Johannah Sawyer also spelled Sayer born 1626 died before 1694 daughter of Thomas Sayer (ca1590-ca1660) and a sister of Maj. Francis Sayer, married John Biggs (ca1606-1694) of Lower Norfolk Co. VA ca.1643 (probably in England before they immigrated). They had 10 children [4 sons which gave rise to most of the Biggs families of North Carolina]. It is reported that John Biggs was the son of Richard Biggs who settled in Jamestown in 1610. I have seen no definitive documentation on that relationship, and John would have had to have been born in England and stayed there when his father immigrated to VA (considering John's age of about 4 in 1610, this would not be unusual); Richard died in 1626 and is known to have had one son a Richard Jr. by his wife Sarah (probably married ca1624 in VA). John Biggs (or Bigge etc., his sons spelled it Biggs) is documented to have immigrated to Virginia in 1647 aboard the Increase; there are many VA land records, court documents and a will supporting this John Biggs and his family. Do you know why some researchers show Johannah as "Norsworthy" or sometimes as "Norsworthy/Sawyer"?

I have also seen that attribution [Norsworthy/Sawyer], and can only speculate. Either Norsworthy is entirely wrong, or Johanna had previously married a Norsworthy. The record seems fairly firm that Johanna Biggs was the daughter of Thomas Sawyer.

Upon searching the web for some documentation, I came across trascriptions of Biggs sources at Belinda Hughes web site that seems to strongly support a relationship between Francis Sayer and John Biggs (though maybe not a what one would want in a brother-in-law! My emphasis on RELATIVE below) I suppose this is a contributing factor for your basis of belief. - -In additon to land dealings with Thomas Sayer and others for transporting persons, is found:
"16 Apr 1675 - The Church in Lower Norfolk County. Present Mr. Jno Porter Segr, Capt. Wm. Robinson, Major Francis Sayer, Mr. Geo Fouler, Mr. Mala Thurston, Justices “Whereas Jno Biggs was Sumoned to this court for nott having his Children Baptised sch could nott positively be proved agt him butt Majr Francis Sayer being a member of this court a neighbor & RELATIVE of the sd Biggs did affirme that he never heard that the sd Biggs had Christened his youngest child though ther hath been a minister in that prsh for the most part of the time Since it was borne. Where upon it was by the Court Referred to the said Biggs his oath whether hee had Soe done or nott Wch hee Refused to Sweare the court doth therefore Conceave him guilty and have ordr that he said Biggs doe betwene this and the 12th of May next Repayre to Some Lawfull minister Wth his children that are nott Baptised, and there to have them Baptised and produce Certif thereof the to next Court or upon default therof the said Biggs to be fined according to Law in that Cases provided. “Att a Genl Court held att James Citty 16th June 1675 Sr Wm. Berkely Knt Gov &c, Sr Henry Chicheley, Coll. Natha Bacon, Tho. Ballerd, Esqr., Coll Joseph Bridger, Coll Phillip Ludwell, dy See Lt coll Wm Cole, James Bray, esqr. “John Edwards informing agt Jno. Biggs... for nott Baptising of his chldren Sith apearing to the Court it is ordered that the sd Bigg pay one thousand pounds of tob and Cask to the said Jno Edwards and one thousand pounds of tob Cask to the pish according to the act, and pay one thousand two hundred twenty & five pounds of tob and Cask in full of his cost. Test henry Harwell CL Cur., October 16th 1678. Present Mr. Wm. Daynes, Capt Robt Bray, Capt Jno. She may have been the daughter of Thomas and Frances Sawyer
The last name of Norsworthy is associated with Johannah's name also.This may indicate a previous marriage.
 
The last mention of Johannah Biggs in the records was on May 11, 1675, when William Goulson sued John Biggs and "his wife," the case being dismissed (Book "E" part 2, Orders 1665-75, p. 128). Thomas Biggs, their son, had sued Goulson on the preceding day, May 10, (p. 127A). Johannah died sometime between this date and 1694, when John biggs,Sr. wrote his Will.

James FEWOX has proved James FEWOX, Ann FEWOX, Robert FEWOX, Edith BATCHELOR, James WILSON, Ann WILSON,Alice WILSON, Jno. WILSON in all eight Rights.(Feb 1693/4).
 
Alice Batchelor by uncertain appearance .. m. James Wilson. Records of Johanna Biggs reveal that after her death her second husband Matthew Caswell married the widow of James Wilson Senior. Matthew Caswell is recorded as having sold to James Wilson Junior and his wife 'Alice' land he had inherited from Richard Bachelor through Richard's will. James Fewox is recorded as having imported James and Alice Wilson to North Carolina. (Have BATCHELLOR if needed too.)

Just got back last night after being gone for 2 weeks and obviously swamped. One or two quick things.

John Biggs also had a daughter, Catherine who md Thomas Mercer and their descendants ended up in old Dobbs, now Lenoir Co so I have a double line to him.

William Hardy who md Edith Batchelor, daughter of Ann Biggs and her husband Richard Batchelor (she had 2 other husbands including James Fewox) was part of the Bertie Co Hardy family who moved there from Westmoreland Co, Va. I don't THINK but can not prove that was the Hardy family associated with our Phillips family. I am inclined to think those were part of the Pitt Co Hardee family who moved to Beaufort/Pitt from Middlesex Co, Va.

Right now don't have the time to get into this.

Thanks Martha. Hardee in Pitt has association w/ that mysterious John Rice (another one) whom I believe we've discussed before.
