One of the first tasks ETS is designed to perform is network discovery and mapping. The software allows you to determine what equipment you have on your network, discover MAC and IP address relationships, and map your switch ports using tools such as Port Scanner, Switch Port Mapper, SNMP Sweep, IP Network Browser, MAC Address Discovery, and Ping Sweep.

Next, you can use ETS for monitoring and alerting in real time, which can help you prevent network issues from reaching your end users and reducing productivity or reliability. Monitoring tools built in to the software include Response Time Monitor, CPU Monitor, Interface Monitor, Memory Monitor, and TraceRoute.

Ping is a basic networking utility that comes with your operating system. You can use it to check whether an IP address can be reached. Using ping is simple: open a terminal and type in the command ping. You can also use it through a web interface as linked above.

This protocol can be useful in determining which devices on the network are linked to the current device, particularly in cases where you think there might be a malicious device connected to your network. You would do this by running the ARP command, and looking in the ARP table for unknown IP addresses.

You can check whether various aspects of TCP/IP are working on your network by using netstat to look at bytes, unicast and non-unicast packets, discards, errors, and unknown protocols received and sent.

Any craftsman needs tools to get the job done, and so do network engineers. Whether the task is to build, test, monitor or troubleshoot, network engineers need tools and network utilities to help them do their jobs well. However, much like your local hardware store, there are a dizzying amount of tools and utilities that are available for networks today.

The root cause of most network performance and security problems can be found in the packet detail traversing the network. Wireshark is the industry standard tool to collect and interpret this traffic, with almost one million downloads every month.

Wireshark enables engineers to quickly get to the packet level of a problem. This allows them to quickly determine if the issue is due to the network, server, service or client. Rather than guess at the cause of an issue, they can utilize Wireshark to see the real truth.

An important step to troubleshooting any network problem is validating throughput and packet loss from end to end. Just because a connection or circuit is advertised at 1Gbps does not mean that we are actually achieving that amount of bandwidth.

iPerf3 is a tool that enables engineers to measure network throughput, packet loss and jitter. If traffic congestion or link-level errors are causing packet loss, or if latency has shifted affecting throughput, iPerf3 can help in isolating and resolving these issues. These measurements help to pinpoint whether the network is causing the performance problem or not.

Network simulation, especially in the design stage, is a must for any network engineer. Cisco designed the Packet Tracer tool to help engineers simulate and test network environments before they are rolled out to the enterprise.

The cURL utility allows network engineers to query URLs from the command line. If mobile device applications, IoT devices or other APIs are having connectivity issues, the cURL utility can help to test authentication, certificates, and GET and POST methods to help troubleshoot the cause of the problem.

I found some threads (including the "Known Issues" thread for 1P4) discussing the fact that Sophos antivirus can cause this issue by blocking network communication between the browser and the 1Password helper process, but I'm not running Sophos or any other antivirus. But those posts gave me a clue.

Most of the information I found on the web about this problem relates to antivirus/antimalware software causing this problem, and I didn't immediately make the connection that some other network utilities, like Proxifier, Little Snitch, etc. might cause the same problems (and have similar solutions).
