Our organization used to allow ssh to emulab experimental nodes but now requires a ragen of IP addresses that such nodes will take on (including also Floating IPs for OpenStack instances if this is from a more or less fixed range). They will then setup rules to permit outbound SSH to emulab experiements.
Thanks. If this is in in a FAQ someplace I link will suffice.

Hi Gautam,
The Emulab nodes are all in 155.98.36.0/22. The floating IPs are in the
same range.
