We don't provide this support directly; however, we do give you enough control to set it up yourself. You can log into the delay node(s) assigned to you, and you'll get root via sudo just as you do on your other nodes. Dummynet, which we use in our default implementation of delay nodes, does support a weighted fair queueing scheduler for links. See :

(sorry, that's a huge manpage - search for 'fair'). You should be able to apply the wfq2+ scheduler to the pipes that Emulab has set up for you.
If what dummynet provides is not sufficient for your purposes, and you want to make an image that has some other mechanism for implementing queuing disciplines, we do have some support that will help you out: you can use our "bridge nodes" features to specify your own image (instead of our FreeBSD / dummynet one) to use on delay nodes.
