Yes, this is the case. We cannot directly provide any Windows images.

A search on the Flux wiki for "Windows image" turns up:

We don't support creating Windows XP images at this point. There is
some information in the source tree under:
clientside/tmcc/cygwinxp/xpimage-notes.txt, but the information there
is extremely difficult to follow and also out of date. If you want to
make the attempt, you are certainly welcome to, but you're on your
own.

There is a lot of information on the above page. If you run into
problems while attempting to make the image, please look at the
"troubleshooting" section of the above document. Submit questions
here if you get stuck. At least one other organization has followed
these instructions and successfully created a Windows 7 image.

Sorry, I can't interpret the Microsoft licensing terms for you.
Please contact a Microsoft representative to discuss licensing and
rights to use. Be sure to tell them how many nodes you want to have
running Windows simultaneously. Important note (documented in the
referenced link): We've only tested the current build process and
client-side on Windows 7 Professional. Other variants of Windows 7
may work, but let the buyer beware.
