Does not show .rom files. The files and media access permissions page shows "Allow access to media only". Could that be the reason?

You have to click on "Internal Storage" entry at the top of the File Selector and explicitly allow access to entire internal storage. Don't blame me, this is how Google wants us all to operate nowadays.
