I have looked at it and it looks like a state file in the VBA's
internal format. I have no idea how to load it, sorry. I suggest you
do the following instead:

1) Use the in-game save whole running your game on VBA
2) Copy resulting .SAV file to your phone, naming it the same way as
your .GBA file, but with .SAV extension.
3) Run VGBA - it should load the VBA .SAV file automagically.
4) The the game to load in-game save and enjoy.
