PSA: Default c++ version updating to c++14

Currently we force the default to c++03.  With this change we will simply rely on clang's underlying default, which is currently c++14:


This could effect any project that don't specify thier own `-std=` argument.  Hopefully since we are just matching upstream it should make us more compatible going forward.

Thoughts?

For C we were already using the clang default, which in case you are interested I believe recently changed to gnu11.
