[PSA] Plan to remove "?noProxy" sub-feature from `--proxy-to-worker`

This feature is currently not documented or tested and I'm hoping to remove it in https://github.com/emscripten-core/emscripten/pull/23297.

I don't imagine there is any usage of this feature, or even `--proxy-to-worker` in general, but reaching out here just in case.  Does anyone know of any users of this feature?
