Dear Friends ,

A 74 year old fighter and his team  is waging a Crusade (Peacefull , Non Voilence) against corruption that is impacting every one of us .He  is no more an individual but  has become an idea , institution  and a revolution to uproot corruption , injustice and in competence from Indian socio political system .

 

For 65 long years we are being deprived of a means to eradicate corruption from our daily lives. It is  not incorrect to say that we can fight corruption  through self restraint and reforms as responsible citizens  .Many of us may have been expanding our efforts but corruption  becomes a compulsion  and drags us back  as our institutions , process & policies  are wrapped with a red tape .This is hampering  the potential of our great nation to  prosper in true sense .We invest  billions through taxes and duties  but our rate of return is marginal  as majority of the  money goes to Rajas and not to  the parja.

India is the world's largest democracy and the world is looking for an exemplary leader ship  to demonstrate   its   un wavering commitment  to  fight  corruption in all its forms . It is a challenges we must take up and convert it  into an opportunity .The journey of thousand miles begins with a single step.

Jan Lokpal is only  a means to an end and will be our first step forward to  give the   idea of India a chance  which it deserves .We the citizens of this great nation  are the parliament , We are  the democracy , We are the  government  and we are  guardians of our scared constitution.  No one else but only we can decide our fate and destiny.  

I got a rare opportunity to  see  history in making when I visited the  ramleela ground with a national flag in my hand .Many of the people were actually not aware  of the details on  the  Jan Loakpal bill  but were there to show their basic resolve  and solidarity  to  support  the idea to fight corruption . I contributed to this great movement by educating many people and  giving them a perceptive on difference between Govt.’s LokPal bill and the jan Lok pal bill and in the process realized  the significance to spread awareness . I’ve gathered some authentic information on the Jan Lokpal bill and is forwarding this to my friends so they also become more aware  about the importance of  the Jan Lokpal bill .

The Lokpal bill was first introduced by Mr.  Shanti Bhushan in 1968  and passed in the 4th Lok Sabha in 1969. But it did not get through in the Rajya Sabha, the upper house of the Parliament of India. Subsequent versions were re-introduced in 1971, 1977, 1985, 1989, 1996, 1998, 2001, 2005 and in 2008, but none of them passed.

Following are the Key difference on the Praja''s bill (Janlockpal) and the Raja's  bill (Govt Lok Pal Bill ) :

 
Issue The Jan Lokpal Bill  Government's Lokpal Bill 
Prime Minister Can be investigated with permission of seven member Lokpal bench.[14] PM cannot be investigate by Lokpal.[16]
Judiciary Can be investigated, though high level members may be investigated only with permission of a seven member Lokpal bench.[14] Judiciary is exempt and will be covered by a separate "judicial accountability bill".[15]
MPs Can be investigated with permission of seven member Lokpal bench.[14] Can be investigated, but their conduct within Parliament, such as voting, cannot be investigated.[15]
Lower bureaucracy All public servants would be included.[15] Only Group A officers will be covered.[15]
Central Bureau of Investigation (CBI) The CBI will be merged into the Lokpal.[15] The CBI will remain a separate agency.[14]
Removal of Lokpal members and Chair Any person can bring a complaint to the Supreme Court, who can then recommend removal of any member to the President.[14] Any "aggrieved party" can raise a complaint to the President, who will refer the matter to the CJI.[14]
Removal of Lokpal staff and officers Complaints against Lokpal staff will be handled by independent boards set-up in each state, composed of retired bureaucrats, judges, and civil society members.[14] Lokpal will conduct inquiries into its own behavior.[14]
Lokayukta Lokakyukta and other local/state anti-corruption agency would remain in place.[15] All state anti-corruption agencies would be closed and responsibilities taken over by centralized Lokpal.[15]
Whistleblower protection Whistleblowers are protected law.[14] No protection granted to whistleblowers.[14]
Punishment for corruption Lokpal can either directly impose penalties, or refer the matter to the courts. Penalties can include removal from office, imprisonment, and recovery of assets from those who benefited from the corruption.[14] Lokpal can only refer matters to the courts, not take any direct punitive actions. Penalties remain equivalent to those in current law.[14]
Investigatory powers Lokpal can obtain wiretaps, issue rogatory letters, and recruit investigating officers. Cannot issue contempt orders.[14] Lokpal can issue contempt orders, and has the ability to punish those in contempt. No authority to obtain wiretaps, issue rogatory letters, or recruit investigating officers.[14]
False, frivolous and vexatious complaints Lokpal can issue fines for frivolous complaints (including frivolous complaints against Lokpal itself), with a maximum penalty of 1 lakh.[14]. Court system will handle matters of frivolous complaints. Courts can issue fines of Rs25,000 to 2 lakh.[14]
Scope All corruption can be investigated.[15] Only high-level corruption can be investigated.[15]
