East Austin could be getting some special attention from the city.

That's because Austin’s planning department is considering creating a special district plan for the fast-growing area, similar to the Northeast District planning process for the portion of East Austin in the 78702 and 78721 ZIP codes, said Lauren Middleton-Pratt, planning department director, in an April 11 city memo.

The name of the new district is the North River/East District Plan area. The boundaries would be I-35 to the west, U.S. Highway 183 to the east, the Colorado River to the south and stretches of Manor Road and Martin Luther King Jr. Boulevard to the north.

It's a part of Austin that has seen significant change over the years, and it's proximity to downtown means more could be on tap in the future, especially because the Colony Park project — which proposes to add 3,000 residential units, 230,000 square feet of office space and 130,000 square feet of retail space — is moving forward.

The City Council directed the city manager last year to identify a planning process for the area and explore options to consolidate city boards and commissions to better address East Austin's needs. 

The April 11 memo included a draft scope report of the North River/East District Plan region that listed different assets and ongoing city projects in the area and identified about $14.4 million worth of projects needed to improve it, including completion of unfinished sidewalks, installation of more trash and recycling bins, the addition of more wayfinding signage and the planting of more trees in major commercial nodes.

The draft scope report also said it could take 18 to 21 months to fully enact the North River / East District Plan because it will require significant community input. Before any finalized plan is enacted, city staff will submit a draft to the Austin Planning Commission, which can make final recommendations before it goes to the City Council for adoption.
