Emcee PR 436 with failing unit test

Hi all,

Upon implementing a unit test using the KDEMove, I was not able to run the test deterministically. I noted the random generator in the proposal was not passed to the scipy resample method. Therefore I opened a PR to fix this, but a seemingly unrelated test started to fail; I guess because it uses the global numpy random generator.
