Issue tracker update

Hi all,

I've just made a few changes to the issue tracker I would like to inform
you about:

1. Similar to the ember-plus-commits list there is now a list named
ember-plus-issues to which automated notifications are posted whenever a
new issue is created or modified. This list is open for anyone to
subscribe to and may be used by interested parties to stay informed of
what's going on on our issue tracker.

2. I've altered the predefined components to reflect the sub projects
hosted in our repository, for now these are:
- Component-LibEmber = Issues related to the C++ library
- Component-LibEmberSlim = Issues related to the C library
- Component-LibEmberNet = Issues related to the .BET library
- Component-TinyEmberPlus = Issues related to the Tiny Ember+
consumer example
- Component-TinyEmberPlusRouter = Issues related to the Tiny Ember+
router example
- Component-Documentation = Issues related to various kinds of
documentation


3. I've altered the predefined milestones to allow relating an issue to
past release branches, the next upcoming release as well as the next major
release that might include substantial changes to the feature set.
Currently those are:
- Milestone-Release1.2 = Issues related to the current version of the 1.2
release series
- Milestone-Release1.4 = Issues related to the upcoming 1.4 release series
- Milestone-Release2.x = Issues related to the more distant 2.X release
series

I hope those changes make working with the issue tracker more efficient,
if you can think of any other improvements, please let me know!
