2.31 Release this morning!

If you recall, we were supposed to put out a quick 2.31 bugfix release sometime a couple of months ago, but somehow it never happened, despite everything seemingly being prepared. The plan is to do it this morning at 10 AM Houston time (that is, to do the build based on master at that time).  If you are aware of any major issues which necessitate a short delay, speak now or forever hold your peace. Otherwise we will do it in about 30 minutes. Over the next 3 months the plan is to aggressively push towards Python 3 before Python 2 becomes officially deprecated near the beginning of next year.
