split-window commands no longer work in 2019-09

Just a heads-up for anyone still managing to use Emacs+, but I've noticed that after installing Eclipse 2019-09, the two "split-window" commands no longer work.  They don't cause errors, they just don't do anything. There is no error in the log about this.  The "toggle" functions that come out of the box with Eclipse still work, but those are a poor substitute. You can still use the mouse dragging technique to set up the structures you need, you just can't do it from the keyboard anymore.
