Themes have to be packaged as live-packs for this to work, as I recall. A co-worker found a Zenburn live-pack for us to use since we all liked that theme. Unfortunately, I don’t know what you have to do to turn a color theme into a working live-pack.
The use of live-packs instead of standard packages was why, ultimately, we stopped using emacs-live and switched over to Prelude instead – which also seems to be much more proactively maintained. Although I have since switched from Emacs to Atom / ProtoRepl instead (and I’d forgotten I was still subscribed to this list!).

I installed this theme package and tried to use the brin theme. Almost nothing changed. The background was still black, the font colors almost remained the same(I am not sure). This is surely not a bug on my emacs as I used spacemacs on this same emacs version..
