Midway Sea Raider Periscope Effect

"It has been confirmed by another Sea Raider owner that the periscope
mirror is supposed to have some black paint on it. It's assumed the
reason has to to with some effect. This explains why the periscope
assembly is slightly offset."

Can anyone tell me what "effect" Midway was going for? My periscope is
offset as well and the black paint has been replaced with black
electrical tape. The only thing I can figure is the paint blocks the
view of the left eye therefore reducing vision to 2D and the periscope
"offset" corrects for this. Doesn't sound like much of an effect to
me.
