Small snake id?

This snake is about 12” long. It seems torpid in this cool weather. Its head is quite a different color from its body. Any ideas on what kind it might be?

It's a red bellied snake. If you turn it over, it has an orangish-red belly. If it was warmer it would be much less torpid.
