What steps will reproduce the problem?
1. Run the attached file in IE 9. Tool tip works fine on mouse over
2. Run it in IE 7. Tool tip does not work
3.

What is the expected output? What do you see instead?
Tool tip should work on all IE6+ browsers

What version of the product are you using? On what operating system?
ELYCHARTS v2.1.4-SNAPSHOT with Raphael 1.5.2 and jQuery v1.7.2, windows 7.

Please provide any additional information below.

I don't have an IE7 here but I just fixed an issue for IE9 in compatible
mode, so maybe this is the same. I close it, let me know if it still
happens.
