Service Provider License Agreement (SPLA) partners and other hosting providers don't have to share product keys with tenants or access a tenant's VM to activate it. VM activation is transparent to the tenant when AVMA is used. Hosting providers can use the server logs to verify license compliance and to track client usage history.
AVMA requires a Windows Server Datacenter edition with the Hyper-V server host role installed. The Windows Server version of the host determines which versions it can activate in a guest VM. The following table lists the guest VM versions that each host version is able to activate. A host version can access all the editions (Datacenter, Standard, or Essentials) of its eligible guest VM versions.

Server or SaaS applications (web or windows) written with LEADTOOLS, require a LEADTOOLS Server Runtime License. The Server Runtime License must be activated on the host machine.
The generated server .LIC file (i.e., the activated license), cannot be used with the LEADTOOLS Server License Activator. Only the original .LIC file emailed to you from LEADTOOLS can be used with the LEADTOOLS Server License Activator.
Microsoft released their newest version of their server operating system almost one year ago on October 2, 2019. I have had Windows Server 2019 running in my lab environment since November 2018. It is certainly not advisable to be on the bleeding edge of technology in your production environment and to test thoroughly any new product before committing to it. Major version releases of operating systems are one such technology that falls squarely into that category.
Note: Remember with every major release version change of operating systems (2003 & 2003 R2, 2008 & 2008 R2, 2012 & 2012 R2, 2016, and now 2019) in addition to the basic server licensing, corresponding user CALs (Client Access Licenses) are required to go along with them.
But back to the change in the process if a server should not be activated. . With Windows Server 2008 and Windows Vista, when a system was never activated or the activation process failed, the system entered reduced functionality mode (RFM) and certain function and features of the operating system would cease working. Based on customer feedback, we are moving away from reducing functions if a server is not activated properly, and instead will provide clear and prominent notifications to customers that their systems are not activated and require activation. The notifications will be recurring and we will also let them know what steps they should take to activate the system to ensure they are using genuine software. This is similar to what we did with previous versions of Windows.
Log on to the server using the local or domain Administrator account, open an elevated command prompt and perform the following steps to clear the product key, remove the product key, install the correct 5x5 product key and activate Windows.
1. Press the Windows Logo+R, type runas /user:admini...@domain.local cmd where domain.local is replaced by the name of the Active Directory domain or local server name and press Enter. The same task can be accomplished using the Command Prompt and Run as Administrator.
2. Type the Administrator account password when prompted and press Enter.
3. Type slmgr.vbs /ckms and press Enter to clear the product key. A Windows Script Host dialogue box should appear "Key Management Service machine cleared successfully." Click OK to dismiss the dialogue box.
4. Type slmgr.vbs /upk and press Enter remove the product key. A Windows Script Host dialogue box should appear "Uninstalled product key successfully." Click OK to dismiss the dialogue box.
5. Type slmgr.vbs /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX and press Enter to install the correct 5x5 product key. The 5x5 product key can be found on the Certificate of Authenticity (COA) for the server. A Windows Script Host dialogue box should appear "Installed product key XXXXX-XXXXX-XXXXX-XXXXX successfully." Click OK to dismiss the dialogue box.
6. Type slmgr.vbs /ato and press Enter activate Windows. A Windows Script Host should appear "Product activated successfully." Click OK to dismiss the dialogue box.
Product activation status in Windows Server can be determined using the following method.

When the servers come online they show that they are not activated. Do I need to activate the iamge using slmgr /ato prior to rearming ? I also read somewhere that MCS re-arms for you? I can't figure out why these aren't registering properly. Running slmgr /dlv on the KMS server doesn't show any failures so I don't know where I'm going wrong.
I think it's a timing issue and it's just a matter of time, before the servers activate. If you just can't wait for Windows to get activated, you can run slmgr /ato manually to test and verify that the activation actually occurs. If the activation is working, you can create a scheduled task or a startup script with the slmgr /ato command.
To deploy your own KMS server, you need to install the Volume Activation Services role on any of the hosts running Windows Server 2022, 2019, or 2016. If you already have a KMS server on Windows Server 2016 or Windows Server 2019, you can use this existing server (in this case, this section can be skipped).
1) Get your new WS2019 KMS host key from the VLSC
2) Deploy a new server running Windows Server 2019
3) Install the Volume Activation Services role
4) Install the KMS host key, activate your KMS host and update the SRV (_VLMCS) record in DNS by pointing it to the new KMS server
OUR KMS host is W2012 R2 server and it has the patch KB3173424 and the latest security update KB4512488. I installed the Windows Srv 2019 DataCtr/Std KMS key on this host machine and it was successful. Now on my client which is a server 2019 std when I try to activate I get an error stating 0XC004F074 No KMS service could be contacted. This client can actually communicate to the host like I can telnet to KMS Host on port 1688 and then I have manually set the KMS host by using the slmgr.vbs /skms hostserver:1688 cmd.
