cabal install appears to hang

I've been trying to install Elm 0.13 on Arch Linux ARM, but cabal appears to get stuck partway through.

System info:

$ which ghc
/usr/bin/ghc
$ which cabal
/usr/bin/cabal
$ ghc
--version
The Glorious Glasgow Haskell Compilation System, version 7.8.2
$ cabal
--version
cabal
-install version 1.20.0.4
using version 1.20.0.0 of the Cabal library

Try to build something:

$ mkdir elmtest
$ cd elmtest
$ cabal sandbox init

/home/lex/elmtest/cabal.sandbox.config
Creating a new sandbox at /home/lex/elmtest/.cabal-sandbox
$ cabal update
&& cabal install -j cabal-install

The Linking ... step above does not do anything for hours upon end. Not sure if it's stuck but building Elm from source in the past (i.e. Elm version 0.11) completed faster than this.

I suspect this is an ARM issue rather than an Elm or Arch issue, but was wondering if anyone has tips to resolve this? Would I learn anything more by doing the same without a sandbox, trying a different verbosity level, etc?
