Is the right way to simply delete mix.lock? Or am I missing an explicit command for this?

(I was having trouble getting plug_rails_cookie_session_store working. So I charged in like a bull through a china shop adding debugging code all over the place. Now that it's working I just want to nuke my changes. Yeah, I should have started a branch, hindsight and all that...)

You can just clean the dependency you changed with mix deps.clean or by removing it from deps. Is this what you are asking? The lock is just about which version you were using and you can always unlock a single version with mix deps.unlock.
