Proposal: Close quotes with Ctrl J in Iex

Hi,

I attended Jason Axelson's talk at ElixirConf this year, and he mentioned how ctrl-J in iex closes brackets but not quotes, and it would be a good thing for someone to make a PR on if they wanted.

I'm new to the community (just started with Elixir in December), but it seemed an easy opportunity to start contributing, and I wanted to check that someone else that was at that talk hasn't already picked this up?

Also a minor correction is that the key combo used in `ctrl-]` (not `ctrl-J`).

Unfortunately I can't help with the implementation. Although I'm pretty certain that the code that would need to be changed is in the Erlang shell itself.
